Bible Thought for Today 13:1-3

I have nothing to say about this text so I am just going to put it in and ask a question. I guess it's up to you to decide what you think.

1In the church at Antioch there were prophets and teachers: Barnabas, Simeon called Niger, Lucius of Cyrene, Manaen (who had been brought up with Herod the tetrarch) and Saul. 2While they were worshiping the Lord and fasting, the Holy Spirit said, "Set apart for me Barnabas and Saul for the work to which I have called them." 3So after they had fasted and prayed, they placed their hands on them and sent them off.
Acts 13:1-3 (NIV)

Here are the questions:
Is this ordination?
If so what is the criteria for ordination?
What do you have to do to ordain someone?

I may have many an opinion on this subject but at this point the bible text is there cone let us discuss it together :0)
